What qualifies as a "like-for-like" rebuild?
A like-for-like rebuild must: Be at the same location and same use (e.g., residential), not exceed 110% of the previous structure's size, height, or footprint, and meet current Building, Fire, and Health codes while bypassing zoning reviews.
How long do I have to rebuild under EO 1?
Eligible projects must start within 7 years of EO 1 (i.e., by Jan 13, 2032) and be completed within 3 years of initiating permits—though extensions are possible.
Who handles debris removal?
A Debris Removal Task Force (City's Public Works + CalOES/FEMA) handles debris & hazardous materials under EPA, Clean Air, and Porter-Cologne standards. A Watershed Hazards Task Force evaluates flash-flood and landslide risks and recommends mitigation measures.
